As part of South Africa’s Ideal Clinic programme, the Candover Clinic project, undertaken by Delta Built Environment Consultants (Delta BEC) on behalf of the KwaZulu-Natal Department of Health, seeks to enhance primary health care (PHC) services in KwaZulu-Natal. The Ideal Clinic concept, launched by the National Department of Health, ensures each clinic is fully functional with adequate staff, medicine, infrastructure, and administrative systems. By achieving these standards, clinics can address health challenges effectively through preventive care, early detection, and timely referrals, ultimately bolstering the success of the National Health Insurance system.

The proposed Candover Clinic site is strategically situated off the N2, opposite Jozini Dam, between the towns of Mkhuze and Pongola. Approximately five kilometres inland on the R69, the location serves multiple surrounding communities, granting them more equitable access to essential health services. This positioning is critical to fulfilling the programme’s goal of prioritising communities most in need.

Delta BEC is tasked with a comprehensive scope of services to ensure the successful delivery of the clinic. These responsibilities range from the initial functional analysis and stakeholder engagement, including discussions with local communities, health facility representatives, and various governmental departments, to investigations of land availability, use, and zoning requirements. Project planning, design work, specifications, tender preparation, and part-time construction supervision (including cost, quality, and time control) are also integral to our mandate. Upon completion, Delta BEC will provide the client with all necessary documentation and facilitate relevant training to ensure the clinic operates in line with the Ideal Clinic standards, contributing to the broader vision of improving primary health care in South Africa.
