Delta Built Environment Consultants (Delta BEC) was appointed by the City of Cape Town for the rehabilitation of Bloembosch Road (John Dreyer Street) and the nearby stormwater attenuation pond in Atlantis. The appointment formed part of Delta BEC’s panel contract with the City to provide consulting engineering services for roadworks, rehabilitation, and resurfacing in the Blaauwberg District. The scope included stages 1 to 4 of the project lifecycle.
Bloembosch Road, a two-lane asphalt road, showed signs of surface distress, including cracking, rutting, and edge breaking. Delta BEC’s rehabilitation scope included condition assessments, geometric design of intersections, walkways and widenings, as well as pavement design.
The nearby attenuation pond collects stormwater run-off from the Protea Park suburb and forms part of a system that contributes to the Witzand wellfield artificial recharge basin. Due to overtopping during heavy rains, the pond wall eroded and failed. Delta BEC was responsible for designing a new pond wall and outlet/overflow system, taking into account both the recharge system and buried high-voltage power lines in the overflow path.

- Rehabilitation and pavement design
- Geometric design of intersections, walkways, and road widenings
- Shoulder rehabilitation and new shoulder design
- Road marking and signage
- Full design documentation (drawings, report, and BOQ).
Stormwater Attenuation Pond
- Hydrological modelling and run-off calculations
- Dam wall, outlet, and overflow structure design
- Anti-scour measures for the dam wall and overflow channel crossing buried high-voltage cables.
