Delta Built Environment Consultants (Delta BEC) was appointed by the City of Cape Town to provide professional engineering and design services for the development of residential units in Hout Bay, as part of the Community Residential Units (CRU) Programme.
The CRU Programme targets low-income individuals and households earning between R800 and R3 500 per month who are unable to afford private rental or social housing.
Seventy-two units were constructed on Erf 8176 in Hout Bay. Most units comprise two bedrooms (40 m²), with a limited number of one-bedroom units. Special needs units for people with disabilities were included on the ground floor and feature wheelchair access.
The Delta BEC team included civil, structural, and electrical engineers, as well as quantity surveyors, town planners, and architects.
Key design objectives included fostering a sense of neighbourhood and community. A limited variation in unit types was introduced to create unity and visual interest. Outdoor spaces were planned carefully to avoid becoming neglected or problematic, with special consideration given to safe, accessible play areas for children. Pedestrian routes were designed to avoid conflict with vehicles, and the road layout discourages fast-moving traffic and excess noise.
