Project insights
The Department of Agriculture, Land Reform and Rural Development (DALRRD) has appointed the D6-ADE Joint Venture, led by Delta Built Environment Consultants (Delta BEC), to spearhead District Six Build 1, an initiative focused on delivering 467 restitution housing units across four land parcels in District Six.
Complying with court orders to restore homes to 954 verified claimants, the project also entails critical bulk infrastructure (e.g., sewer line upgrades) and adheres to heritage and urban layout principles that reflect the area’s historical identity.
Project Phases & Units:
- Phase 1 – Bulk sewer upgrade along Hanover Street
- Phase 2 – 149 units on Parcel P
- Phase 3 – 173 units on Parcel N
- Phase 4 – 145 units on Parcel K2
Wherever feasible, these phases will run simultaneously, expediting delivery while minimising dormant construction periods.
Key Objectives
- Housing Restoration: Provide restitution to verified claimants, with future-proof land planning for unverified claimants.
- Honouring Heritage: Incorporate the original street network, historical typologies, and thoughtful streetscapes under modern regulatory standards.
- Fast-Tracked Delivery: Phase-based construction sequencing to manage public and political expectations and maintain visible progress on-site.
The D6-ADE JV team delivers a full suite of multidisciplinary services, from urban design and architecture to engineering, heritage, and environmental consulting, through all six project stages:
- Inception
- Concept & Viability
- Design Development

This comprehensive approach ensures that every technical requirement, compliance measure, and heritage consideration is integrated, restoring District Six with integrity, speed, and community-focused design.
